Nationally Determined Contributions

The NDCs are key to the implementation of the Paris Agreement as they set out each party’s commitment and how they intend to meet them.  To ensure that national climate action is carried out in a way that is consistent with each parties’ human rights obligations and sustainable development, NDCs should be developed through a participatory process that allows for the meaningful and effective participation of civil society and should go beyond reporting solely on quantified targets and support action.  The NDCs should elaborate on how their NDCs will be implemented in a way that respects and promotes other international obligations.  Of note, many countries have included references to human rights, just transition, indigenous peoples, public participation, food security, and gender equality in their current NDCs.  All countries should be encouraged to include this information in their NDCs and that should be part of the Paris Rulebook.
